Youths

Youth.gov.hk and "HKYouth+" youth mobile application

Managed by the Home and Youth Affairs Bureau (HYAB), Youth.gov.hk offers youth-related public services information provided by different government bureaux/departments as well as other related organisations on a wide range of topics including further study, career pursuit, entrepreneurship, and cultural and creative activities. HYAB also launched the "HKYouth+" youth mobile application, providing a one-stop platform to disseminate comprehensive information about youth development programmes. Young people can make use of "HKYouth+" to explore different opportunities and activities according to their individual needs and interests.

Youth Development Commission (YDC) is a high level steering committee tasked to enhance policy coordination within the Government and enable a holistic and more effective examination of and discussion on issues of concern to young people. The YDC also fosters cross-bureau and interdepartmental collaboration to actively promote the all-rounded development of young people, including facilitating young people's selection of suitable study pathways, assisting in their career development and upward mobility, as well as strengthening communication channels with young people and nurturing their positive thinking.

Employment

Youths are in an important stage of life, during which they make their commitment to the community. Youth Employment Start (Y.E.S.) of the Labour Department provides one-stop employment and self-employment support service to young people aged between 15 and 29 with a view to enhancing their employability, facilitating job search or pursuance of self-employment, and helping them secure firm footing in the labour market for sustainable development.

Legal Assistance

Youth Community Legal Information Centre (Youth CLIC) is a community legal information website specially designed for youngsters with basic information about the law, crimes, and legal issues which they are interested in, need to know about, and may affect them.

Youth Support

Youth is a time of bewilderment when a young person starts facing the complexities and challenges of adulthood. Support for young people by the Social Welfare Department is therefore much needed for their healthy development.

Supports for youths under the Social Welfare Department include:

  • Integrated Children and Youth Services Centres and Children and Youth Centres –
    Four core programmes (guidance and counselling, supportive service for young people in disadvantaged circumstances, socialisation programmes and development of social responsibility and competence) and some non-core programmes are provided for children and youth aged 6-24.
  • After School Care Programme (ASCP) –
    The self-financing and fee-charging service aims at providing supportive services for children aged 6-12 whose parents are unable to provide proper care for them during after-school hours owing to work or other reasons. Services provided include homework guidance, meal service, skills learning and other social activities. The Social Welfare Department provides full fee waiving or half fee reduction to needy and eligible families through the ASCP operators.
  • School Social Work Service –
    It aims to identify and help students with academic, social or emotional problems, maximise their educational opportunities, develop their potentials and prepare them for responsible adulthood.
  • District Youth Outreaching Social Work Teams and Overnight Outreaching Service for Young Night Drifters seek to reach out to young people who do not normally participate in conventional social or youth activities and are vulnerable to negative influence with a view to providing them with counselling and guidance.
  • Community Support Service Scheme aims at helping children and youth cautioned under the Police Superintendents' Discretion Scheme with a view to re-integrating them into the mainstream education or work force and reducing the likelihood of re-offending.
  • Hotline Service for youth-at-risk aims at offering immediate counselling to youth facing crisis to ease their distress and address their problems through telephone contacts.
