Story Creation-cum-Story Telling Competition of
"Secret to Perfection of The But's Family"
Objective
The Story Creation-cum-Story Telling Competition of "Secret to Perfection of The But's Family" (the Competition) is launched by the Home Affairs Bureau and the Family Council (the Council) for junior primary school students to demonstrate their creativity. It is hoped that through this Competition, students will understand the importance of support, respect and trust amongst family members. Furthermore, the Organiser of the Competition will organise three online workshops on creative story writing and storytelling before the Competition for interested students to get prepared for the Competition.
Content
Entrants are required to create an ending for the storybook "Secret to Perfection of The But's Family" and share it in the form of storytelling in a three-minute video. Please note that the video must be recorded in Cantonese.
Eligibility
Hong Kong students attending Primary 1 to 3 in the 2020/21 School Year
Specifications of Videos
- The video must be recorded in Cantonese
- Self-introduction is not necessary
- The length of the video must be within three minutes. Points will be deducted from videos that are more than ten seconds longer than the required length
- The video can be recorded vertically or horizontally while the camera must be steady throughout the shooting
- Videos with editing and post-production including combining videos, adding narration, subtitles, name tags, background music, infographics and any other special effects, etc. will not be accepted
- The video must be in the form of MP4, WMV, MOV or AVI files
- The video file size must not exceed 500MB
- The image and sound quality of the video must be clear for viewing
Enrolment and Submission of Videos
Enrolment forms and videos should be submitted by the parents or guardians of the entrants through the Council's website

Online Workshops
The Organiser will organise three online workshops free of charge for junior primary students to learn features of storybooks and acquire writing, creative thinking and public speaking skills.

Terms and Conditions
- Each entrant may only submit one video. In case of duplicate submissions, only the first video submitted will be accepted by the Organiser.
- Once an enrolment along with a video is submitted, the video cannot be modified or replaced and will not be returned to the entrant.
- Enrolment forms and videos should be submitted by the parents or guardians of the entrants through the Council's website.
- Upon submission of the enrolment form and video through the Council's website, the parents or guardians of each entrant will receive an automatic acknowledgement email. The Organiser will not make separate notifications again.
- No enrolment or submission of video will be accepted by the Organiser after the deadline of entries collection.
- An e-certificate will be sent to the parents or guardians of each qualified entrant through the email address provided in the enrolment form within three months from the deadline of entries collection.
- Shortlisted and award-winning videos, alongside the names, classes and school names of the entrants concerned, will be posted on the Council's website, Facebook page and/or YouTube Channel for public viewing, voting and related promotion.
- The story of the winning video will be edited by professional editors and authors in written form for publishing on the Council's website and/or Facebook page for public viewing.
- The Organiser will contact the schools of each award-winning entrant after the result is announced. The certificates and prizes will then be delivered to the related schools for distribution.
- The videos should not contain any elements that is obscene, violent, pornographic, defamatory, indecent, disparaging or content that is controversial and inappropriate.
- The Organiser has the right to reject videos that are inappropriate, irrelevant to the theme of the Competition or in the wrong format.
- The videos must not promote any commercial enterprise or political cause.
- The videos must be the original work of the entrants and do not infringe upon the rights (including intellectual property rights, rights of privacy or confidentiality) of any other parties. Otherwise, the entrants concerned would be disqualified for the Competition. The parents or guardians of entrants are responsible for all legal liabilities. Should their videos violate any laws, the Organiser would not be held legally responsible. The parents or guardians of entrants concerned shall indemnify and keep the Organiser and its authorised users fully and effectively indemnified against any and all actions, damages, costs, claims, demands, expenses (including the fees and disbursements of lawyers, agents and expert witnesses) and any awards and costs which may be agreed to be paid in settlement of any proceedings and liabilities of any nature.
- The parents or guardians of all entrants shall only use, amend or adapt images from a third party in their submitted work with the written consent of the relevant third party beforehand. Such usage should be acknowledged in their work in accordance with the relevant copyright laws. The Organiser shall not be responsible, whether directly or indirectly, for any liability arising from any violation of the copyright law. The parents or guardians of all entrants shall agree and be responsible for all liability arising therefrom. For details about the Copyright Ordinance of Hong Kong (Chapter 528 of the Laws of Hong Kong), please visit www.legislation.gov.hk. The parents or guardians of all entrants must also obtain relevant permissions from the third party so as to allow the Government to use, copy, edit and broadcast the third party materials. The Organiser reserves the right to request the written proof of consent from the parents or guardians of entrants if necessary.
- The parents or guardians of entrants shall understand and agree to grant and assign exclusively to the Organiser all the intellectual property rights of the entries. The Organiser has the right to display the entry and entrant's name, class and school name in any form of media for demonstration, publication, exhibition, promotion or any non-commercial activities, including but not limited to, uploading the entries to the website, Facebook page and YouTube Channel of the Council. The Organiser also has the authority to edit, translate, adapt, use, copy, broadcast and distribute, in whole or in part of the entries without any need for prior consent or payment of fees to the parents or guardians of entrants.
- "The Most Liked Award" (top three) will be given to the three entries with the highest number of "likes" obtained from the public voting. If more than one entry has the same number of "likes", the Adjudication Panel shall make the final decision on the results. Voting results will be based on the records of the Organiser's server system. If any entrant is found to be committing any fraud, hacking, or using empty or false account, or conducting other illegal acts to sabotage the Competition or to result in any unusual voting, the Organiser reserves the right to disqualify the entrant or take other actions without giving prior notice and stating the reason.
- The parents or guardians of all entrants must guarantee that their videos submitted have neither been openly shown or publicised in any other media platforms; nor have been involved in any commercial activities or submitted for other competitions.
- The decisions of the Adjudication Panel on the Competition results are final. The parents or guardians of entrants shall raise no objection to the final results or rankings.
- The right to receive a prize is non-assignable and non-transferable.
- By submitting an entry in the Competition, the parents or guardians of each entrant agree to be bound by the Terms and Conditions. The Organiser reserves the right to disqualify any entrant or retract any award from an entrant who it believes has breached any of the Terms and Conditions. No appeals will be entertained.
- The parents or guardians of entrants are to abide by the Organiser's decision on all matters relating to the Competition, which shall be final. This includes the right to interpret, amend, cancel or suspend the Terms and Conditions, prizes and other arrangements of the Competition without prior notice.
- The English terms and conditions are translated from the Chinese version. Should there be any inconsistency or ambiguity between the English and the Chinese versions, the Chinese version shall prevail.
Collection of Personal Data
- The personal data is provided by the parents or guardians of the entrants voluntarily and will only be used for purposes related to the Competition. The data will be used by relevant staff for enrolment processing, contact and other relevant promotion. Except data which may be published according to the Terms and Conditions of the Competition and unless with the consent of the parents or guardians of the entrants, all the personal data collected will be destroyed within 6 months after completion of the Competition.
- The personal data provided by the parents or guardians of the entrants are mainly for the internal use of the Organiser, though it may also be disclosed to other Government bureaux/departments or relevant parties for the purposes mentioned in this Competition when necessary. Apart from that, the data may only be disclosed to other parties with the consent of the parents or guardians of the entrants concerned or where such disclosure is allowed under the Personal Data (Privacy) Ordinance.
- The parents or guardians of the entrants have the right of access and correction regarding their personal data according to Sections 18 and 22 and Principle 6 of Schedule 1 of the Personal Data (Privacy) Ordinance. Their right of access includes the right to obtain a copy of their own personal data for enrolment of the Competition and online workshops. A fee may be imposed for complying with a data access request.
