Objectives

The Home and Youth Affairs Bureau and the Family Council (collectively referred to as the Organiser) jointly organise the Hong Kong Excellent Family Awards (the Awards) to promote good family values to the general public with the focus of “Fostering Stable Family Relationships for Building Good Family Virtues and Culture”.  We hope to promote the importance of good family culture and virtues to the community and the younger generations by recognising families that show mutual respect, care, love and support for one another.

Eligibility

Participating families shall fulfil the following requirements -

  • Participating families shall reside in Hong Kong.
  • Participation is on a household basis. Each family shall submit only one entry.
  • Each family shall designate one representative as the contact person.

Form of Participation

Participating families shall each submit a written narrative on their real-life family stories and experiences, demonstrating strong family relationships, the ability to work together to handle the challenges in life, how good family traditions and virtues are passed on to the younger generations, etc., together with no more than five family photos.

Specifications for Entries

  1. Language and word count requirements: The narrative shall be written in Chinese or English. Code-switching shall be avoided.  The maximum word count is 1 000 (including punctuation).
  2. Title requirements: Each entry shall be submitted with a title of no more than 20 words in Chinese or English.
  3. Family photo requirements: Each entry shall include no more than five family photos taken within the past two years that best capture the heartwarming moments of the family.
  4. Each family photo shall not exceed 10MB in file size, have a resolution of 1 600 pixels or above (ratios of 1:1, 16:9 or 4:3 are acceptable), and in JPEG, JPG or PNG format.

Submission of Entries

Please complete the enrolment form, including the family story narrative therein, and submit it together with no more than five family photos (collectively referred to as the entry) on or before 27 June 2025 (Friday) via any of the following means:

  1. Online submission: Complete the online enrolment form and upload the family photos (Click link); or
  2. Postal or in-person submission: Download and complete the enrolment form (Click link), and submit it together with the family photos (accept either hard copies or digital photos stored on a USB device) by post or in person to the Home and Youth Affairs Bureau Family Council Secretariat at 13/F, West Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong.  Please mark “Enrolment for the Hong Kong Excellent Family Awards” on the envelope.

No other forms of enrolment or entry submission will be accepted.

Note:

  • For online enrolment, the deadline is 11:59 p.m. on 27 June 2025 (Friday).
  • For postal enrolment, the postmark date will be regarded as the enrolment date. Before mailing, participating families shall ensure that the envelope is affixed with sufficient postage to avoid failure of entry delivery.  All mail items that are underpaid or unpaid will be returned or destroyed by Hongkong Post.
  • For in-person enrolment, the deadline is 5 p.m. on 27 June 2025 (Friday).
  • Late enrolment will not be accepted.

Assessment Criteria and Procedures

The Organiser's Adjudication Panel will review the entries submitted by participating families to assess if the families can demonstrate the following features:

    • Responsibility and Respect - Family members respect, embrace and accept one another, fulfilling family responsibilities and obligations together
    • Communication and Harmony - Family members communicate effectively to maintain harmonious family relationships and resolve conflicts
  2. Positive Family Relationships
    • Unity and Cohesion - Family members trust and support one another, providing staunch support for their growth and development
    • Resilience in the Face of Adversity - Family members stand by one another during difficult times, addressing challenges together and supporting one another
    • Extending Kindness - Family members demonstrate the spirit of love and care for not only one another but also those around them
  3. Passing on Good Family Traditions and Virtues
    • Practising Family Virtues and Culture - Specific actions taken to demonstrate, practise and maintain good family traditions and virtues
    • Passing on Good Family Traditions - Efforts, methods or successful experiences on educating the younger generations about family traditions and virtues

The Organiser will invite shortlisted families to meet with the Adjudication Panel to learn more about their stories.  The meetings are expected to take place in early August 2025.  Families not invited to a meeting may be considered as unsuccessful entrants.

Notes for Entrants

By enrolling in the Hong Kong Excellent Family Awards (the Awards), the entrants accept and agree to be bound by these Notes for Entrants. In case of non-compliance with the relevant Notes for Entrants, the entrants may be disqualified by the Organiser from participating in the Awards and winning a prize.

  1. Each participating family shall designate one member as the representative. The representative will serve as the contact person to receive relevant information, such as the confirmation email and, if applicable, shortlisting notification, award notification and notification of the awards presentation ceremony.
  2. The deadline for enrolment and entry submission is 27 June 2025. Late enrolment and entry submission will not be accepted.
  3. Each family shall submit only one entry. In case of duplicate submissions, the Organiser will only consider the first submitted entry.
  4. Once an entry is submitted, it cannot be modified, replaced or returned.
  5. All personal information provided during enrolment and entry submission shall be true and accurate. The Organiser reserves the right to disqualify an entrant from participating in the Awards if the information provided is incorrect, untrue or incomplete.
  6. The Organiser will not be able to process the enrolment and entry submission if a family representative cannot be contacted via the email address and phone number provided. Entrants are required to present proof of identity and address during the event period (including the shortlisting and awards presentation periods) for verification of identity and eligibility.
  7. Written narratives of the entries shall be real-life family stories and experiences, and shall not be fabricated, plagiarised or generated by artificial intelligence. The family photos shall be genuine photos, and shall not be digitally manipulated. The Organiser reserves the right to request participating families to provide relevant proof for verification of the authenticity of the content. If it is found that an entry does not meet the authenticity requirements, the entrant concerned will be disqualified from participating in the Awards and winning a prize.
  8. Entrants may crop the entries and make minor modifications such as burning, dodging and colour correction. However, digital retouching techniques that add or remove any objects in the family photo are not allowed.
  9. Entrants shall not add any lines, watermarks or patterns to the family photos.
  10. Entrants shall retain the original digital files of the family photos without any image processing to protect their rights to participate in the Awards. The Organiser may request participating families to submit the original digital files of their family photos for review during the adjudication process. The Organiser reserves the right to disqualify entrants that fail to produce such proof.
  11. Entrants shall obtain consent from all persons involved in the entries (including the written narratives and family photos) for enrolment and entry submission.
  12. Upon enrolment and entry submission, the family representative will receive a confirmation email. The Organiser will not make any separate notifications.
  13. Entries shall be original and shall not infringe upon the rights (including intellectual property rights, rights of confidentiality or rights of privacy) of any third parties. Any non-compliance will result in disqualification from participating in the Awards or winning a prize. In the event that an entry contravenes any laws, all legal liabilities so incurred shall be borne by the participating family concerned, and the Organiser shall not be held liable. The participating family concerned shall indemnify and keep indemnified the Organiser and its authorised users fully and effectively against any and all actions, losses, damages, claims, demands, expenses (including the fees and disbursements of lawyers, agents and expert witnesses) and any awards and legal costs which may be agreed to be paid in settlement of any proceedings and liabilities of any nature arising from or incurred by reason of such contravention.
  14. Entries shall not contain any content that is obscene, violent, pornographic, defamatory, indecent, insulting or controversial and inappropriate.
  15. The Organiser reserves the right to reject entries that are inappropriate, irrelevant to the theme, similar/duplicated in content or in incorrect format.
  16. Entries shall not contain any commercial publicity or political elements.
  17. Entries shall not have been involved in any commercial use.
  18. The Organiser may publish the names of the winning entrants and the titles of their entries on relevant websites and social media platforms of the Organiser (the Home and Youth Affairs Bureau and the Family Council). The Organiser reserves the right to use all or part of the winning entries (with excerpts and edits as necessary) in any channel, platform or situation it deems appropriate, including but not limited to webpages, social media pages, promotional videos and publications produced by the Government / Family Council and activities organised by the Government / Family Council, without the need to seek prior consent of or payment of any fees to the winning entrants. Participating families shall ensure that all stakeholders agree to and understand the relevant arrangements.
  19. The Organiser will invite shortlisted families for a meeting. The participating families concerned shall attend or participate in the meeting at the time and location / in the form specified by the Organiser. If a participating family are unable to attend the meeting due to special circumstances, they shall request rearrangements from the Organiser at least two working days in advance. If a participating family failed to attend or participate in the required meeting, they will be automatically regarded as withdrawal from the competition and the Organiser will be unable to continue to process the entry concerned.
  20. The Organiser plans to hold the awards presentation ceremony in the fourth quarter of 2025 and will invite the winning families to attend the ceremony.
  21. The decisions of the Adjudication Panel on the results of the Awards are final. Participating families shall not dispute the results of the Awards.
  22. All gift coupons cannot be exchanged for cash and are valid at specified merchants only, subject to their respective terms and conditions. The Organiser takes no responsibility for such terms and conditions, as well as the quality of the redeemed products, and will not compensate for any lost or stolen prize that is collected.
  23. Participating families shall agree to abide by all arrangements made by the Organiser for the Awards. The Organiser has the right of final decision, which includes the right to interpret and amend the rules of the Awards, cancel or suspend the Awards, and make changes to the awards and other arrangements of the Awards without prior notice.
  24. Should there be any discrepancies or inconsistencies between the English and Chinese versions of the Notes for Entrants, the Chinese version shall prevail.
  25. The Organiser reserves the right of final decision in case of any dispute.

Notice of Collection of Personal Data

  1. Collection of Personal Data
    Personal data is provided by representatives and members of the participating families voluntarily and will solely be used for the Awards. The data will only be used by relevant staff for entry processing, liaison and related publicity purposes. Except as published according to the Notes for Entrants or as agreed by representatives of the participating families, all personal data collected for enrolment will be destroyed within 6 months upon completion of the Awards.
  2. Disclosure and Transfer of Personal Data
    While the personal data provided by representatives and members of the participating families is mainly for internal use by the Organiser, the data may also be disclosed to other government bureaux/departments or relevant parties for the objectives of the Awards as and when necessary. Moreover, the Organiser will disclose the data concerned to other parties only with given consent from representatives of the participating families, or when such disclosure is permitted under the Personal Data (Privacy) Ordinance.
  3. Access and Correction of Personal Data
    Pursuant to Sections 18 and 22 and Principle 6 of Schedule 1 of the Personal Data (Privacy) Ordinance, representatives and members of the participating families are entitled to access and correct the personal data submitted by them. Their right of access includes the right to obtain a copy of the personal data that they provided for Awards enrolment. Reasonable fees will be charged for the purpose of complying with data access requests.
